Primary Strategic Planning Goals

VISION STATEMENT

We shall be valued as an essential level of government which coordinates and distributes regional services in an effective, equitable and responsible manner.

MISSION STATEMENT

Our mission is to provide a professional level of governance and advocacy both responsive and accountable to the needs of our regional community.

Primary Overall Goals

  1. Reorganize governance (other models) reduce levels of government (Regional Growth Strategy, boundary expansion/extension)
  2. Environmental Stewardship/Leadership (including cultural, consolidation of water, improvement districts)
  3. Partnerships (RDKB/community, service delivery, communities and orgs beyond RDKB jurisdiction (IHA))
  4. Efficiency in service delivery (maintain, or increase while not increasing requisition)
  5. Open/adaptive/innovative (new ways to doing business/grow while being financially responsible, prepare for uncertain future)
  6. Coordinated support
  7. Improve communication/trust (expand RDKB presentations and town hall meetings)

Recommendation: That the Regional District of Kootenay Boundary Board of Directors awards the contract for the removal of dangerous trees at the B.V. Family Park to Sims Contracting Ltd. in the amount of $7,714 as submitted in their proposal.

Recommendation: That the staff report be received AND FURTHER that the Regional District of Kootenay Boundary Board of Directors advise the Ministry of Energy, Mines and Petroleum Resources that the application submitted by Warren Tessari to conduct mining exploration on Crown land near Bridesville is supported.

A report from Jeff Ginalias, Assistant Planner, regarding a provincial referral for Electoral Area ‘E’. - Corporate Vote – Unweighted

Recommendation: That the staff report be received AND FURTHER that the Regional District of Kootenay Boundary Board of Directors advise the Ministry of Energy, Mines and Petroleum Resources that the application submitted by Molydor Gold Corp. to conduct mining exploration on Crown land near Beavredell is supported.

A report from Jeff Ginalias, Assistant Planner, regarding a provincial referral for Electoral Area ‘E’. - Corporate Vote – Unweighted

Recommendation: That the staff report be received AND FURTHER that the Regional District of Kootenay Boundary Board of Directors advise the Ministry of Energy, Mines and Petroleum Resources that the application submitted by Kootenay Gold to conduct mining exploration on Crown land near Westbridge is supported.

Recommendation: That the staff report be received AND FURTHER that the Regional District of Kootenay Boundary Board of Directors authorizes the Regional District’s signing authorities to execute the Kootenay Boundary 2011/12 Annual Operating Agreement for transit.

xiii) A report from Gerry Gardner, Director of Finance, regarding the 2010 Financial Statements. - Corporate Vote – Unweighted

Recommendation: That the staff report be received AND FURTHER that the Regional District of Kootenay Boundary Board of Directors receive the Financial Statements for the year ended December 31, 2010 AND FURTHER that the Regional District of Kootenay Boundary Board of Directors approves the audited Financial Statements for the year ended December 31, 2010.

xiv) A report from Gary Robitaille, Director of Facilities & Recreation, regarding the female change room at the B.V. Arena. - Corporate Vote – Weighted.

Recommendation: That the staff report be received AND FURTHER that the Regional District of Kootenay Boundary Board of Directors awards the contract for the female change room project at the B.V. Arena to Hil-Tech Ltd. in the amount of $49,368.00, new reduced amount, as submitted in their design build proposal.
xv) A report from John MacLean, C.A.O., regarding the Grand Forks Fire Service. - Corporate Vote – Unweighted.

Recommendation: That the staff report be received AND FURTHER that the Regional District of Kootenay Boundary Board of Directors authorize feasibility funding, not to exceed $12,500, for a study looking at regionalizing the Grand Forks Fire Service.
