We shall be valued as an essential level of government which coordinates and distributes regional services in an effective, equitable and responsible manner.

Our mission is to provide a professional level of governance and advocacy both responsive and accountable to the needs of our regional community.

Primary Overall Goals

Reorganize governance (other models) reduce levels of government (Regional Growth Strategy, boundary expansion/extension)
Environmental Stewardship/Leadership (including cultural, consolidation of water, improvement districts)
Partnerships (RDKB/community, service delivery, communities and orgs beyond RDKB jurisdiction (IHA))
Efficiency in service delivery (maintain, or increase while not increasing requisition)
Open/adaptive/innovative (new ways to doing business/grow while being financially responsible, prepare for uncertain future)
Coordinated support
Improve communication/trust (expand RDKB presentations and town hall meetings)
Regionalized infrastructure/utilities (licensing, coordination)
Affordable recreation (lifestyle)

RDKB East End Services Annual Requisition & Budget Summary

Recommendation(s): That the East End Services Annual Requisition and Budget Summary be received.

Presenting the three previously reviewed Financial Plans: 1) Victim Services, 2) Cemeteries and 3) East End Economic Development (Lower Columbia Initiatives Corporation-LCIC) for referral to the RDKB Finance Committee for inclusion in the 2012 Financial Plan.

Recommendation(s): That the Financial Plans for Victim Services, Cemeteries and East End Economic Development be received.

Recommendation(s): That the East End Services Committee refers the Victim Services Financial Plan to the Finance Committee for inclusion in the RDKB 2012 Financial Plan.

Recommendation(s): That the East End Services Committee refers the East End Cemeteries Financial Plan to the Finance Committee for inclusion in the RDKB 2012 Financial Plan.

Recommendation(s): That the East End Services Committee refers the East End Economic Development (LCIC) Financial Plan to the Finance Committee for inclusion in the RDKB 2012 Financial Plan.

Presenting the Transit Ridership and Revenue by Route Report for 2011/12.

Recommendation(s): That the Transit Ridership and Revenue by Route Report for 2011/12 be received.

Presenting the Lower Columbia Community Development Team (LCCDT) 2012 Budget and the LCCDT Financial Statement 2011.

Recommendation(s): That the Lower Columbia Community Development Team (LCCDT) 2012 Budget and the LCCDT Financial Statement 2011 be received.

Presenting Financial Plans for 1) Culture, Arts and Recreation in the Lower Columbia, 2) East End Transit, 3) East End Animal Control, 4) Kootenay Boundary Regional Fire Rescue for referral to the Finance Committee for inclusion in the RDKB 2012 Financial Plan.

Recommendation(s): That the Financial Plans for Culture, Arts and Recreation in the Lower Columbia, East End Transit, East End Animal Control and Kootenay Boundary Regional Fire Rescue Budgets be received.

Recommendation(s): That the East End Services Committee refers the Culture, Arts and Recreation in the Lower Columbia Financial Plan to the Finance Committee for inclusion in the RDKB 2012 Financial Plan.

Recommendation(s): That the East End Services Committee refers the East End Transit Financial Plan to the Finance Committee for inclusion in the RDKB 2012 Financial Plan.

Recommendation(s): That the East End Services Committee refers the East End Animal Control Financial Plan to the Finance Committee for inclusion in the RDKB 2012 Financial Plan.

Recommendation(s): That the East End Services Committee refers the Kootenay Boundary Regional Fire Rescue Financial Plan to the Finance Committee for inclusion in the RDKB 2012 Financial Plan.

**Note: The Airport Financial Plan will be reviewed at the (subsequent) Airport Master Plan meeting – Feb 21/12

re: Invitation to have a RDKB Director sit on the United Way of Trail and District Board of Directors.

Recommendation(s): That the January 26, 2012 letter from the United Way Trail and District inviting a RDKB Director to sit on the United Way of Trail and District Board of Directors be received.

2. January 2012	Continue to investigate painting of the GTCAC

1. This plan is being worked on. First draft of service plan has been reviewed by staff, and a significant rewrite is being done by BC Transit. West Kootenay Plan continues to be worked on.
