Primary Strategic Planning Goals

VISION STATEMENT

We shall be valued as an essential level of government which coordinates and distributes regional services in an effective, equitable and responsible manner.

MISSION STATEMENT

Our mission is to provide a professional level of governance and advocacy both responsive and accountable to the needs of our regional community.

Primary Overall Goals

  1. Reorganize governance (other models) reduce levels of government (Regional Growth Strategy, boundary expansion/extension)
  2. Environmental Stewardship/Leadership (including cultural, consolidation of water, improvement districts)
  3. Partnerships (RDKB/community, service delivery, communities and orgs beyond RDKB jurisdiction (IHA))
  4. Efficiency in service delivery (maintain, or increase while not increasing requisition)
  5. Open/adaptive/innovative (new ways to doing business/grow while being financially responsible, prepare for uncertain future)
  6. Coordinated support
  7. Improve communication/trust (expand RDKB presentations and town hall meetings)
  8. Regionalized infrastructure/utilities (licensing, coordination)

i) Item: Site Specific Exemption to Floodplain Bylaw
Purpose: To construct a covered roof over a concrete deck.
Location: 3177 East Lake Drive, Electoral Area 'C'
Applicant: Lorne and Theresa McLean

Recommendation: That the application submitted by Lorne McLean for a Site Specific Exemption to the Floodplain Management Bylaw for the property described as Parcel A (KL 12450), DL 3063s, SDYD, Plan 10615 be approved, subject to development of the property being in conformance with the “Assessment of Existing Concrete Retaining Wall, 3177 East Lake Drive” Report dated June 14, 2011 prepared by WSA Engineering Ltd. and subject to registration of a revised floodplain covenant on title.

ii) Item: Development Variance Permit
Purpose: To replace an attached deck.
Location: 1885 Ritchie Road, Electoral Area 'C'

Recommendation:That the Development Variance Permit application submitted by Brian and Lynn Nordman for the property legally described as Parcel D, Plan B5866, DL 970, SDYD, Lot A, Plan 9129, DL 970 to allow a decrease in the setback from the natural boundary for a principal building of 3.1 metres, from 7.5 metres to 4.4 metres, to construct an attached deck be presented to the Board for consideration with a recommendation of support.

iii) Item: Development Variance Permit
Purpose: To construct a dwelling within the front parcel line setback.

Purpose: To revise the current Official Community Plan.

Recommendation: That the Village of Fruitvale Draft Revised Official Community Plan be received AND FURTHER that the Village of Fruitvale be advised that the Plan appears to be consistent with the objectives and policies in the Regional District of Kootenay Boundary‟s Area 'A' Official Community Plan with the exception of the absence of a designation for the Burlington Northern Santa Fe Railway right of way.
