Primary Strategic Planning Goals

VISION STATEMENT

We shall be valued as an essential level of government which coordinates and distributes regional services in an effective, equitable and responsible manner.

MISSION STATEMENT

Our mission is to provide a professional level of governance and advocacy both responsive and accountable to the needs of our regional community.

Primary Overall Goals

  1. Reorganize governance (other models) reduce levels of government (Regional Growth Strategy, boundary expansion/extension)
  2. Environmental Stewardship/Leadership (including cultural, consolidation of water, improvement districts)
  3. Partnerships (RDKB/community, service delivery, communities and orgs beyond RDKB jurisdiction (IHA))
  4. Efficiency in service delivery (maintain, or increase while not increasing requisition)
  5. Open/adaptive/innovative (new ways to doing business/grow while being financially responsible, prepare for uncertain future)
  6. Coordinated support
  7. Improve communication/trust (expand RDKB presentations and town hall meetings)

Recommendation: That the OCP and Zoning Bylaw amendment application, submitted by Mt. Baldy Ski Corporation, as agent of the Province, to amend the Mt. Baldy Ski Resort OCP and Zoning Bylaws to permit the construction of a hotel/retreat and related guest facilities on a ridge of the mountain above the ski runs and lift facilities in a location currently zoned Recreational Resource 1, and originally proposed for
development as Phase 3 of the Master Plan, be deferred to allow the applicant an opportunity to provide more detailed development information, including but not limited to a Secondary Plan, as required in the Mt. Baldy OCP.

x) Item: Draft Land Use Plan for the Bridesville Townsite
Purpose: To establish planning bylaws

Recommendation: WHEREAS public consultation with regard to the proposed Bridesville Townsite Land Use Plan Bylaw No. 1485, 2012 was carried out in accordance with the requirements of the Local Government Act as described in the January 2012 staff report to the Electoral Area Services Committee, AND FURTHER that comments from the agencies listing in the January 2012 staff report to the Electoral
Area Services Committee were considered in the creation of the Bridesville Townsite Land Use Plan Bylaw No. 1485, 2012, the Electoral Area Services Committee recommends to the Regional District of Kootenay Boundary Board of Directors that Bylaw No. 1485 be given first and second reading and that a public hearing be scheduled.
