Purpose: To include recycling facilities.

Recommendation: That the application submitted by Stewart Bradley Fyfe and Valerie Gail Fyfe dba Columbia Recycling Ltd. to amend Electoral Area ‘A’ Zoning Bylaw No. 984 rezone the following parcels, to permit salvage and recycling facilities on the properties legally described as Lot 23, DL 205B, KD, Plan 13255 and Lot 24, DL 205B, KD, Plan 13255, be supported, subject to the Industrial 3 zone being amended to require that all outdoor storage and industrial activity associated with a salvage and recycling
facility be screened by a solid fence which has a minimum height of 2.4 metres and is to be located on the north, west, and south sides of such outdoor storage and industrial activity, AND FURTHER that staff be directed to draft amending bylaws to be presented to the Regional District of Kootenay Boundary Board of Directors for first and second readings AND FURTHER that staff be directed to schedule and hold a public hearing on the proposed zoning bylaw amendment.

Purpose: Bylaw Review – Regional Growth Strategy

Recommendation: It is recommended that the referral from the Regional District of North Okanagan of Draft Bylaw No. 2500, 2007, A bylaw to adopt a Sub-Regional Growth Strategy for the Regional District of North Okanagan, be received, and that it be submitted to the RDKB Board of Directors with a recommendation that the interests of the RDKB are unaffected by the proposed Regional Growth Strategy and that the Board of Directors notify the Regional District of North Okanagan accordingly.
